Why do so many women (and some men) smell like they took a bath in their perfume or cologne?

I notice this wherever I go and it is especially disgusting when you’re at a restaurant. A person can’t even taste with that smell in their nose. A little bit goes a long way and a nice, fresh clean smell is great (like the smell of a light soap or body wash and maybe a hint of scent) but a cloud of perfume gives me a major headache. Almost as offensive as smoking is to some people in restaurants! Has anyone else noticed this? Is it possible they can no longer smell their own perfume so they have to use more and more? Hmmmm..any ideas? Thanks and take care!
