Perfume…tester vs regular bottle?

I am looking to purchase cologne for someone for xmas…quite frankly, they could care less if the cap is missing…or its not packaged in the box..my question is..i see that there are tester bottles for sale on ebay and regular bottles..what is the difference between testers that are sealed in the box and regular bottles?
they are fullsize testers..like 3.4 oz and full..i just didnt know if the potency was different on testers

I guess the tester would say so on the bottle. If they don’t mind buy it.
